Appointment of Governor

Dr. Xander Quebbemann, commonly known to us as Dr. Q., is hereby appointed to the position of Governor of the Unorganized Territories. He shall be tasked with working with myself to firstly find an appropriate name for the state, taking into account its rich history, and secondly with developing this new area of Universalis as an integral component of the technocracy.
